Opinion: Middlesex Dems skirt pay-to-play guidelines

Piscataway dealt a blow in Halper case
A state appeals court has denied Piscataway's attempt to reverse a Superior Court decision that increased the value of a farm the township seized by at least $8.6 million.
The decision was a setback for Piscataway, which was hoping the appeals court would change the date upon which the value of the Cornell Dairy Farm was set back to December 1999 from September 2004.
Superior Court Judge James P. Hurley ruled in September the township must use the date it actually took possession of the farm, rather than the date it initiated condemnation proceedings.

Judge orders deposit in Halper farm case
A Superior Court judge yesterday ordered Piscataway to deposit more than $8 million into a bank account to cover the difference between the township's old appraisal of the Halper farm and the new appraisal done at the court's order in the fall.
The Halpers, who were previously ordered by the court to move by Jan. 20, can remain on their farm until 21 days after the money is deposited, the judge ruled.
"I have no intention of dispossessing them until such time as the money is deposited in court," Judge James P. Hurley told township attorney James Clarkin III.

Owners and town split over farm price
A new court-ordered appraisal by Piscataway of a farm seized by the township raised its value by more than $8 million to $12.9 million, but the farm owners' latest appraisal concludes it is worth nearly $23 million.
The township and the Halper family conducted appraisals of the farm this fall, following a Superior Court ruling in September that determined the date of value of the farm should be based on the date the township took title, in September 2004, not the date Piscataway initiated condemnation proceedings, in December 1999.
